Since Android 4.2, the privileges for setting locales have changed and you need either a rooted phone or grant the privileges with tools from a computer.
With this tutorial you will be able to add your language as
Spanish, French, Swedish, Korean, German, Russian, Nepali, Hindi, Hong Kong Chinese, Hebrew and more on your Android phone

MoreLocale 2 It is an application for setting regional settings (language and country) on an Android phone that does not have it in the list of languages.

Copy this PM command and paste it after the /"/" sign on Minimal ADB and Fastboot:
pm grant jp.co.c_lis.ccl.morelocale android.permission.CHANGE_CONFIGURATION
