1. Open an elevated command prompt.
2. Type the following command:
bcdedit /copy {current} /d /"Safe Mode/"
3. bcdedit /set {guid} safeboot minimal

note: the guid number will be your guid value, example:
4. bcdedit /set {g00446si20ah4971ne000a01} minimal secure boot
