If you can't access Apple ID or iCloud functionality on an iPhone, let's see what to do. For example, if I go into settings, you can see that I can't select the option at the top. Scroll down and select this option regarding Content and Privacy Restrictions. Go to this Account Changes option. Next, you need to enter the Screen Time passcode. This password is not the one you use to open your iPhone. You need to set a different passcode for Screen Time. Then, under Account Changes, you need to select Allow. So once you've done that, if you go to settings, you can see I can select the option at the top. This means I can access my iCloud and then I can see other options inside.
