1) Open the terminal
2) Type gksu nautilus and press Enter.
3) In Nautilus File Manager, click Computer under Devices
4) Double-click to open the etc folder.
5) Double-click to open the default folder
6) Open the rcS file to edit in gedit
7) change UTCyes to UTCno
8) save the file
9) Restart the computer and the time should work correctly now.
