Most states rely on a paper bureaucracy to ensure they can operate and provide services. Paper bureaucracy has been an integral part of how we manage states and businesses since the Chinese invented the first paper-based bureaucratic management systems 3,000 years ago.
But as you all probably know, bureaucracy pretty much sucks. It is expensive to maintain and, at its worst, bureaucracy can turn a state into a labyrinthine monstrosity that can be almost impossible to navigate.
Estonia is a Baltic country that has embarked on reform programs in recent years aimed at changing this situation. Estonia is a “paperless state”, that is, a state that has effectively removed all paper from its bureaucracy and replaced it with a digital state structure. In this short video, I would like to introduce you to the digital state and defend it.
