Step 1) Skip 2k Launcher

Change the drive letter depending on your game's location
Step 2) Clear Download Cache in Steam
Step 3) Disable Ray Tracing, Try DX11 and Lower Graphics Settings
Step 4) Run the game on a dedicated graphics card
Step 5) Perform a clean install of graphics https://www.nvidia.com/en-us/geforce/drivers/ https://www.amd.com/en/support
Step 6) Run the game as administrator
Step 7) Update Windows
Step 8) Check the game files
Step 9) Disable Steam Overlay and other overlay apps, close all overclocking apps
Step 10) Unplug USB dongle from controller/gamepad, disconnect multiple monitors, unplug all USB devices, Logitech wheel, joystick, Razer Tartarus gamepad, vjoy, turn off Razer Synapse (razor lighting effects ) and MSI Dragon Center, corsair software, terminate Nahimic services & Lightingservice.exe in task manager, remove undervolt
