This is a new feature of Whatsapp that allows users to add a new contact or chat.
To do this, open Whatsapp on your phone and tap this new chat button to select a contact. Here you get a QR code icon next to the new contact option. Tap this icon. It displays your QR code which you can share to allow others to add you. In the adjacent tab you have the option to scan a code to add friends. You can either use the camera to scan or scan a QR code in the gallery. In both cases, Whatsapp fetches the contact from the QR code, then you can start a conversation and add them as a new contact.
