In Windows 7, the Quick Launch Toolbar is not available when you right-click an empty area on your taskbar. But you can still add the quick launch by clicking on New Toolbar then copying and pasting the following address into the path:
%userprofile%//appdata/oaming//microsoft//internet explorer//quick launch
Remember that APPDATA is a hidden system folder. So, if you want to browse the folder instead of entering the address, you must first enable the Show hidden files option.
