Microsoft has added a new option to get color across the entire title bar without any registry adjustments.

You see many videos showing you how to do a registry tweak, but it's not necessary at this time.

You can still add color to the Action Center, Taskbar, and Start Menu with the same functionality.

To do this, press Win I to open the Settings panel or press the Start button and then Settings. Now click on Personalization and then click on the Colors section. Now you can enable the button that says Show color on Start, Taskbar, Action Center, and Title Bar.

Just choose your color and you're ready to go.
