How to make Group Policy Editor work in Windows Home Edition

Have you ever tried to get Group Policy Editor to work in Windows Home Edition? It's pretty easy to get it working, but when you do, it's usually empty. Today we're going to try an open source alternative to Group Policy Editor called Policy Plus that lets you download the administrator templates from Microsoft.
