How to open downloaded apps on macOS Ventura (unidentified developer)

After upgrading to new macOS, you may not be able to open apps. This video explains how to fix this error.
Terminal command
sudo spctl –master-disable

To return to the default step, please run the command: sudo spctl –master-enable
