Step 1: Unified Apple ID

Make sure all your devices (iPhone, iPad, Mac) are signed in with the same Apple ID.
Step 2: Activate iCloud Drive

For iPad/iPhone: Open Settings, go to Apple ID iCloud and enable /"Sync this iPad/iPhone/". Make sure /"GoodNotes/" is enabled in /"Sync apps with iCloud Drive/".
For Mac: Go to System Settings, go to Apple ID iCloud and enable /"Sync this Mac/". Also enable /"GoodNotes/" in the /"App sync with iCloud Drive/" section.
Step 3: Setting up GoodNotes for iCloud Sync

Launch GoodNotes.
Tap the gear icon (️) in the upper right corner of Library view.
Select Cloud and cloud storage backup.
Enable /"Use iCloud to sync documents/".
