Make sure to use the Google Chrome browser, as offline access is supported more seamlessly in Chrome.
Open Google Chrome and make sure you're signed in to your Google account.
Install the Google Docs Offline Extension (if not already installed):

Visit the Chrome Web Store.
Search for /"Google Docs Offline/" and click on the official Google Docs Offline extension.
Click the /"Add to Chrome/" button to install it.
Enable offline access:

After installation, a pop-up window should appear. Click "Enable Offline" to allow Google Docs to work offline.
Synchronize documents for offline access:

Open Google Docs (docs.google.com) in your Chrome browser.
Click the three horizontal lines (hamburger menu) in the upper left corner to open the sidebar.
Click /"Settings./"
In the settings menu, check the box /"Offline./"
Google Docs will now start syncing your documents for offline access.
Access and edit documents offline:

Once your documents are synced, you can access and edit them offline by going to docs.google.com in Chrome, even if you don't have an Internet connection.
Any changes you make will be saved locally and will sync to your Google account once you are back online.
Check sync status (optional):

You can check your offline sync status by clicking the /"Offline/" option in the sidebar settings. This will show you which documents are available offline and when they were last synced.
