First, make sure Vibrate When Ring and Vibrate When Silent are enabled by going to the Settings app and tapping Sounds & Haptics. If the switch next to these two settings is on (green and positioned to the right), your iPhone should vibrate.
Also make sure your ringtone is set to a vibration pattern. Tap Ringtone in Sounds & Haptics and make sure a vibration pattern is selected. Any pattern other than /"None/" will do.
Now we'll test your iPhone's vibration motor by flipping the Ring/Silent switch back and forth. Does it vibrate when pulled towards the back of the screen?
If your device still does not vibrate, it is still possible that you are dealing with a software problem. Reset all settings to restore your iPhone to factory settings. If your iPhone does not vibrate after resetting all settings, try performing a DFU restore.

If your iPhone doesn't vibrate after doing all these steps, you may need to have the vibration motor repaired. If your iPhone is under warranty, try taking it to your local Apple Store.
