The first step is to hold down the power button for 10 seconds to force restart your Mac.
The second option is to unplug all accessories connected to your Mac, including external hard drives and printer.
The final step is to restart your Mac in recovery mode. The Apple support page will explain this in more detail depending on the type of Mac you have.
