Before taking your iPhone to the service center, first troubleshoot your iPhone to fix the cannot activate error. To do this, turn on the iPhone and tap the i icon at the bottom. If you only see the serial number but not the IMEI, it means there is a baseband processor problem that you cannot fix yourself. I reinstalled iOS, downgraded, upgraded but none worked. You must consult a certified specialist to repair it. It would cost you around 200-400. When I visited Apple care center, they quoted me around 850 to replace the whole motherboard.
But if you see the IMEI number after tapping the i icon, you should try reinstalling iOS, which might fix the problem.
