What is the best way to learn arduino and electronics?

If you've always wanted to learn electronics and arduino, you don't have to go it alone. Just get a large box of components. But what good is a box of components if you don't know what they are or how to use them? Maybe a starter kit with a book would be helpful. And luckily, there are cheap options.
