Windows 10: On-screen keyboard won't appear

In a default setting of Microsoft Windows 10, in some cases, the user of a tablet PC with a touchscreen cannot automatically bring up the on-screen keyboard when the user wants to enter a field ( such as the URL field of a browser or search field of a search engine).
